This is the first common sense thing I've heard Mayor LIghtfoot ever say...
Lightfoot said earlier this month she instructed Chicago Police Department officials "to use every resource to track down the origins of this gun – through tracing, fingerprinting and DNA and any other means – and to find the person responsible for giving it to Adam."

He may not have had the gun in his hand the moment he was shot, but he certainly did mere seconds before. If you answered a call about shots being fired, pursued someone in a foot chase that had a gun in his hand during that chase, in the dark, and that person suddenly stopped, turned toward you and began raising his hands, what decision might you make in the split second you have?
Much has been said about the victim being 13-years-old. Could you have ascertained that during this incident? And if so, has a 13-year-old never, ever shot and killed someone before?
Here's another point that doesn't get mentioned in the coverage. Toledo’s right hand tested positive for gunshot residue, How could that be if he didn't have a gun?

I think that mom in MN a couple years ago might qualify, but I generally agree with your point. Virtually every single one of these incidents have a history leading up to the encounter. The truly tragic ones are like the mom in MN, were the cops are so on-edge because of all the risks that every once in a great while they might react tragically.
