There have been three prior impeachment inquiry's. All three commenced after a vote of the full House of Representatives. Pretty odd that people so hung up on "precedence" when it comes to Roe v. prec·e·dence - noun - the condition of being considered more important than someone or something else; priority in importance, order, or rank.
prec·e·dent - noun - plural noun: precedents - an earlier event or action that is regarded as an example or guide to be considered in subsequent similar circumstances.
Using the right word might make your argument stronger.
