If they were still with us, my late friends Hal Payne, and Norm Jones (R.I.P) could confirm, but I believe Talknet, including Bruce Williams, and maybe Tom Snyder were on 580 WTCM for awhile, when we all worked for Fabiano-Strickler (WCCW)

My reasonings for a short term Bruce Williams format on this seemingly illegally run station.
No ASCAP/BMI fees.
A spoken word format may be a better fit than music for a station with poor sound quality.
No other station in the listening area would be in direct competition.
Listening driving public could sample this station in small chunks by callers,and switch back and forth to their favorite station(s).
Would a short term station receive a lot of listeners?Most likely not.Would it give 101.9 a little more exposure for a while,probably.
BTW,101.9 was airing just an open carrier very early this morning,not sure about now.

"Open Carrier" seems to be Roy's best format, judging from the viewpoint of a casual listener

Station is still running a silent carrier from time to time.No RDS on my 2013 Ford,But RDS on my Dad's later model GM truck.RDS clearly states it's WLDR.
Another interesting non music format that may get an extra listener or possibly two is to air all the local, legally to rebroadcast scanner radio channels.Things like the team Elmers road excavator crew and the two public bussing services.Or maybe even the air controller traffic from the airport.

Remember 106.7 running royalty-free music designed for use in YouTube videos in 2020 in order to keep its license active? ESPN signed off in 2019 and Star Country didn't launch until 2021.

Little update
WLDR has restarted playing music 10/11/2024,after yet again airing an open carrier in which the last one lasted for about a week.
The 101.1/106.3 combo is now the ones running an open carrier (for about a day and a half now.)
