Saying a proposal will generate revenue is a pretty standard way to put it and it’s used in government documents, meetings and the news media. That’s the way it is. Too bad. Takes is a borderline negative opinion. Collects I could accept. But Dave LewAllen did not invent that verbiage.

Realistically it is revenue… they are gaining money by soliciting something… then they use that money which is expenses. They have a budget and at the end of the year they have a shortfall or a surplus.

While I agree it's a commonly used phrase it is a bit of a softsell on taxation.
Rather than ........ "If the proposal passes, it will generate 61 million dollars in the first year".
It might be more intellectually honest to say " "If the proposal passes, the tax will collect 61 million dollars in the first year".

If someone goes mushroom picking they don't really generate mushrooms, they collect them or gather them.
Nobody says "lets go generate some some mushrooms" unless you are a mushroom farmer.

I would suggest that just using the term "generate revenue" is perceived by nearly EVERYONE as a very positive statement, which would mean that any reporter using it without qualifying or clarifying WHERE that "revenue" is coming from is doing a disservice to the audience and imparting slant to a story about taxes.

Maybe we should just file it under "implicit bias" and figure out how to do some training on it.

Not sure I'd use a segment that is heavily edited for TV purposes as a benchmark here. I'd also like to think the people here are much wiser than the folks in L.A. County.
