Pfizer has specifically said they had zero to do with OWS. No money exchanged hands. All that billion dollars means is that if it’s successful they’ll take that much worth. Pfizer is part of the Operation Warp Speed program. The U.S. government has agreed to pay Pfizer nearly $2 billion to deliver 100 million doses of the COVID-19 vaccine with the option to buy 500 million additional doses.Operation Warp Speed is a public-private partnership. It was initiated by the Trump administration to accelerate developing, manufacturing, and distributing coronavirus vaccines, therapeutics, and diagnostics. The Operation Warp Speed program aims to produce and deliver 300 million doses of a coronavirus vaccine by January 2021.

It's pretty easy to justify the expenses for R&D when you have a guaranteed income stream. ALL they really have to do is insure that their cost for an individual dose doesn't exceed $20 and they have guaranteed income.
