I doubt it. I'll bet a bunch of folks kept saying "18 months to 3 years) and he kept saying NOT GOOD ENOUGH. When manufacturers expressed doubt about pouring efforts (money and R&D)into a vaccine that might be a one-time thing, he assured them the government would buy billions worth if they could make it work. THAT motivated them to pull out all the stops and get it done. He might have been optimistic in saying the vaccine would be ready in September, but actually he might turn out to be 100% correct on that too, it just wasn't validated and approved until November. If they don't have to change anything in the vaccine based on the validation tests, then he was correct... it was ready in September.
