A 250 watt translator would have to be at 348 meters or 1142 feet HAAT to equal a 3 kW Class A in distance to the 60 dBu contour.
Consider how some of the Detroit Area translators that are nearly that high interfere with adjacent market Class As and limit their de facto services areas, and even Class Bs. Consider that a 3 kW cochannel Class A would have to be 65 miles away under old 3 kW Class A rules and Section 73.213 rules for grandfathered stations. It would have to be 101 miles away from a Class B.
All or nearly all existing AM translators could be fit into a small expanded FM Band, if the FCC would ever do it.

True, however an expanded band would require the purchase of a new radio, and that is something people are doing much less of. I think an expanded band at this point would relegate the stations located there to a lonely existence.

We used to have 10-watt community translators at 13,500 feet in Colorado to repeat the Denver tv stations and radio. You could hear them 35 miles away down the valley.
