So there's only 7 states where all or a majority of members are elected? I did not know this.

Here's where those 7 states rank nationally in terms of standardized test scores:

11 Nebraska
13 Utah
15 Colorado
24 Kansas
39 Michigan
47 Louisiana
49 Alabama

Average rank 28. So these 7 states slightly underperform relative to the national average, and none are in the Top 10.
