As I starting working at a locally owned rock radio station back in 1991 this was the entire staff:
6AM to 10AM Morning Show (3)
10AM to 2PM Middays (1)
2PM to 6PM Afternoons (1)
6PM to 10PM Evenings (1)
10PM to 2AM Night Shift (1)
2AM to 6AM Overnights (1)
Program Director
Music Director
Promotions Director
Engineer
Producer / Imaging
Traffic / Commercial
Office Manager
General Manager
Sales Manager
Sales Staff (8)
Secretary
Part Time Air Staff (5)
Interns (3-5)
This about right because I remember having a staff of over 30. The station was #1 and profitable. You would not find this many workers in a cluster of six right now. Last few stations I visited it was a fucking ghost town. Shame.

to me, it's a blinding emergency when a pretzel stand in the mall has more employees in it than a federally licensed entity that is there to "serve" a community. but what do i know?

Local O/O's operate with about 18 staff these days. Automation has made things more efficient. When in a cluster, it's very efficient.
