Absolutely horrible story, and another sickening failure by Child Protective Services. But because it's government, their incompetence and outright criminal handling of this case will be swept under the rug.
Wait, maybe I'm too harsh. MDHHS had this heartfelt and compassionate response:
"The Michigan Department of Health and Human Services (MDHHS) was extremely saddened to hear about Ethan Belcher’s death and the department expresses its condolences to his loved ones. MDHHS will continue to work daily with law enforcement, community partners and others on prevention services."

The bills allocated $31.7 billion to the Health and Human Services budget — which is around $237 million less than FY 2021.
Steve Angelotti, associate director of Human Services at the Senate Fiscal Agency, says this is mainly a “continuation budget”, which continues to fund currently implemented programs and funds some add-ons of special programs. He says most of the larger health initiatives are “at the margins” and will likely pass this fall as supplemental budget bills, due to their lack of development for the looming Oct. 1 start of FY 2022.

What are "Democrats" doing to hold those within CPS responsible for their egregious failure in this case? CPS was involved numerous times with this child, and handed him back to his parents every time. They had numerous opportunities to step in save this kid. Shouldn't Nessel be investigating that instead of "working with the legislature"? A top to bottom investigation of CPS, along with any and all roadblocks that may have prevented these two reprehensible scumbags from being stripped of custody, absolutely must occur. Anything short of that is completely unacceptable.
"Advocacy" of better safeguards is a start, but I want to know if one or more government officials or employees are guilty of dereliction of duty, and I also want to know if any judges or magistrates got in the way.

Well stated. Unfortunately, the statements released by MDHHS (led by Elizabeth Hertel, wife of Democratic senator Curtis Hertel and hand picked by Gov. Whitmer) and the Attorney General office are attempting to deflect and bury this incident. New York and Chicago were all in with respect to their sanctuary status — until they were hit with the challenge of actually providing sanctuary. In other words, typical liberal hypocrisy.
