Just listened to 97.1 on a Sunday morning for the first time in a long time. I cannot believe that Safe Money shit is still on the air. It is so obviously a scam. Well, if not a scam, it's at the very least false promises.

The description in the OP sounds like a variable annuity with a guaranteed minimum accumulation benefit (or "GMAB").
This is a legitimate investment.
Many mainstream broker-dealers such as Fidelity offer such products. Don't expect big returns from market upside, though. Because you (the individual investor) are shielded from loss, the majority of profits when the market performs well go to the counterparty.
