Sounds right. Having lived in a number of high rise condos (and sitting on top of a 14 floor building as I write this) I can just about guarantee how this played out. Residents' likely saw some issue and called for an inspection, if reports are correct, three years back. Inspection report comes in, it's bad. HOA hires lawyer to go after construction company. Back and forth, back and forth. Construction company only willing to cover percentage of costs to mitigate. Residents throw fit about special assessment to cover mitigation. More back and forth. In the mean time the building falls down.

While I've not been glued to the set on this story, I have noticed not a peep from any of the residents living in the part of the building that didn't fall. I'm sure they are very aware of how this unfolded but fear liability and I'm guessing the HOA is coming down hard and fast on anyone making statements that would assign liability. Sad how and to the degree it unfolded but this shit happens every day in any city you wish to name that has a high rise condo.
