We just had an appliance blow out. The measured line voltage is 123 volts. Could a surge result from reduced electric usage due to closures?

123 vs 120? I can't imagine that would be an issue.
I'd be surprised if there is really any instability in frequency or voltage from a general drop in utilization. Right as they pull the plug on a H*** local current consumptor, maybe, but unless you're right on the same distribution line as them you would not notice.
