This is how the allocations rank in regards to likelihood of being won and built:
96.3 (C1) Houghton (100,000 watt potential!; if they bid, I could see one of the existing Houghton/Hancock stations moving here and donating their existing facility to a noncom)
98.9 (A) Lake Isabella (Mount Pleasant might be underserved)
101.3 (A) Pigeon (Bad Axe might be underserved as well)
93.3 (C3) Onekama (this one came up (and was won!) at the last auction and was never built (also never had call letters assigned))
99.9 (A) Custer (if only this allocation could be moved closer to Fremont)
99.9 (A) Carney (there was a licensed station on this frequency that failed)

Wasn’t the Lake Isabella station licensed at one point, but was revoked due to not actually broadcasting?

Bad Axe is tiny. I don’t see the area as underserved based on population.

It was! It was owned by Radioactive LLC, and the Lake Isabella allocation actually started in Walhalla, also on 98.9. The move to Lake Isabella allowed 98.7 to be dropped in at Pentwater, which is now WLDN (as I remember, WLDN signed on within a year of it being won in an auction).
