I don't think this is excluded by the tax. Vans are station-wagons. Pretty slick looking van. My Toyota is past 315,000 and still producing 22mpg with an 8k towing capacity.

Both, there was a paper reduction mandate a while ago, why not a review of policy and legislation to see if the conditions requiring the action still exists in the same context. Certainly, one side or the other might use it as a reason to change policy, but if nobody objects, eliminate it.
