Statements like that make you look like an ignorant fool.
It was NPR that killed Class D FM's in the late 1970's. Essentially, they successfully lobbied the FCC to make 10-watt stations unprotected. They were given notice they had a about a year to file for an upgrade to 100 watts that ended on or about 1979.
This UP unicorn continued another 46 years in that unprotected status, and then caterwauled, even though clear alternative solutions existed.
Frequency changes to make way for new stations or upgrades have been happening for decades, mainly in the commercial world, while inconvenient, it's called progress, and you cannot blame the proponent that is following the rules. In fact, every license states: "you waive you rights to ANY to specific frequency" for this very reason.
