You have to put it in context. There are MANY, MANY Senators AND Representatives that I don't think are really qualified to be in Congress, especially in their first term. They might learn enough to be functional though. But not some.

We shall see…. If so it’s a shame that this was used against him to success… having some speech difficulties after a stroke isn’t uncommon and he’s improving by the week. It doesn’t prove anything about his broader functioning.
