Hard to say…. I think it’s safe to say he knows he can threaten us with nukes if we intervene and Trump was unstable enough to use ours so he may have waited on that basis. Well what's the point in even having nukes if you're 100% unwilling to use them under any circumstances? Deterrence is non-existent if nobody believes you'll use them.
Also - on what basis have you determined that Trump was in fact "unstable" enough to indiscriminately launch nuclear weapons? He was President for 4 years and never did. I would suggest that the mere perception by our adversaries that he might do that is a positive thing for us.

Personally, I think Putin watched the debacle in Afghanistan unfold, saw that we were more than willing to roll over for the Taliban on top of abandoning American citizens and those that helped us.
