Turns out 103.5 WAWL-LP has been airing full-fledged commercials, which violates the restrictions imposed on LPFM licensees.
Such stations are permitted to air underwriting announcements, but restrictions are in place with regard to length and content of such announcements.
The owners of WGHN AM/FM (who also own WMPA-FM) filed complaints with the FCC, ultimately resulting in $17,500 in fines being levied against WAWL-LP.

Not a particularly cognizant move, because a micromarket veteran like Jesse Bruce as PD would be listening to any competition and aware the LP was playing outside its boundaries.
