Exclusionary zoning has for decades been strategically used to keep people of color and low-income families out of certain communities. As President, Biden will enact legislation requiring any state receiving federal dollars through the Community Development Block Grants or Surface Transportation Block Grants to develop a strategy for inclusionary zoning, as proposed in the HOME Act of 2019 by Majority Whip Clyburn and Senator Cory Booker. Biden will also invest $300 million in Local Housing Policy Grants to give states and localities the technical assistance and planning support they need to eliminate exclusionary zoning policies and other local regulations that contribute to sprawl.
Biden promises to kick Obama's AFFH into high gear. In a nut shell what it does is use federal strong arm tactics to force local governments to eliminate single family zoning and build high density housing in the suburban areas.
Biden will tie new federal investments in housing to a requirement that states and localities eliminate regulations that reduce the availability of affordable housing and contribute to sprawl.
It's pretty much the "We've fucked up the cities beyond repair and were going to move them to the suburbs" Program. Or, the "Look at all the Democrat voters we can move into Republican stronghold's" Program.
$65 billion in new incentives for state housing authorities and the Indian Housing Block Grant program to construct or rehabilitate low-cost, efficient, resilient, and accessible housing in areas where affordable housing is in short supply. These funds will be directed toward communities that are suffering from an affordability crisis and that are willing to implement new zoning laws that encourage more affordable housing.
If there's any justice at all in this world, they'll build a 500 unit section 8 housing development right on the lake in Traverse City.


New York and Chicago were all in with respect to their sanctuary status — until they were hit with the challenge of actually providing sanctuary. In other words, typical liberal hypocrisy.

Actually the suburbs are quickly moving blue... the last couple of election cycles shows this. Primary results so far show this. You don’t have to move them there.. the suburban population is already rolling that way in a hurry.

These kind of fed programs need to be completely eliminated and their funding moved back to the state budgets. Reduce federal taxes and let the states or local governments tax as they see fit to support these kind of programs. They have no place in the federal budget and, as you point out, are just used as leverage to force local entities to comply with some bureaucrat preferences in D.C.

I'm not a fan of zoning, but forcing communities to build "projects" never works.

The pandemic has slightly alleviated a terrible housing problem in Traverse City and all of Northern Michigan. There is no affordable housing, no place for bartenders, hotel cleaning personnel and retail workers to live on the salaries that are being paid. Businesses have to close due to lack of available employees. I'm for anything that create more affordable housing...

That being said, the feds have made some dumb moves with the money. Turn that over to the states, or even the Chambers, as they know where the problems are and hopefully how to solve them.

Don't be too surprised if this is floated if Biden gets in:
Empty nesters with the room will be forced to let folks on entitlements (state aid/disability/whatever) come live with them if they want to continue to receive their entitlement (Social Security).

I'm building a 67 unit apartment accessible for homeless on the Boardman Lake next year. I'd make it bigger, but we are restricted to 6 stories. Great minds eh?
