If the panhandlers in question are on public property and not causing a disturbance, I completely agree that the officers' actions are unlawful.

Now, I will say a surprising number of panhandlers are not homeless or impoverished. As an example, read up on the situation that occurred in Howell about two years ago. Nearby gas station was bringing the guy free lunches on a regular basis. Nearby car dealership offered the guy a full-time job at $13 an hour. He said "no thanks" and admitted he makes a "lot more money than that" from begging streetside.
