Maybe this has something to do with it.
Violent crime dropped in Detroit last year but the city still ranked as the nation's most violent, according to FBI crime data released Monday.

I don't see how that has anything to do with the Nielsens at all.

Simple: Detroit is crime ridden. Detroit Metro continues to lose population (look at census projections) when every other major city (including Cleveland) is growing. Detroit keeps dropping on the Nielsen market ranking. Does that make it clearer?

Actually here are the census projections for the Detroit MSA.

2011.................4,291,406
2012................4,300,902
2013................4,305,860
2014...............4,311,699
2015..............4,309,845
2016..............4,316,198
2017..............4,321,704
2018..............4,326,442

Other than that brief relapse between 2014 and 2015 its gone up every year.

I think you are measuring something other than the DMA
Nielsen DMA Rankings 2019 is a highly accurate list of the nation’s markets ranked by population.
13 Seattle-Tacoma 1,854,810
14 Detroit 1,777,240
15 Minneapolis-St. Paul 1,713,310
This chart will help you better understand. Yes, the metro area grew a whopping .06% in 10 years.... Minneapolis will be passing us soon enough...

So it's not from loss of population like you initially said?

You are the one who needs to understand. You just contradicted yourself in 2 successive posts.

Do I need to help you understand losing population and gaining population at a comparatively slow rate are not the same thing?

Cleveland itself is still losing population.

Yes, you are correct the DMA is growing very slighy. Detroit proper isn't. The DMA grow rate is less than the natural growth rate, more people leave than stay.

To the larger point of the discussion, Detroit will continue to decline in market rank.
