Your exactly right, seeing the CBC is tax payer funded CBC Windsor should be CBC 9.1 HD, CBC Francais 9.2 SD, CBC Newsworld 9.3 SD

And that would be nice and necessary. Radio-Canada certainly deserves a place as a subchannel on these stations.

The real waste was moving CBEFT to DT channel 35 (IIRC), only to operate it for less than a year!!!

CBEFT never was in digital, as the CBC planned on shuttering its repeater network instead of converting to digital, regardless of market size. And as CBEFT had no local programming for just Windsor, they were on the chopping block.
