Colleges do not want to own radio stations anymore. The majority of students have very little interest in a career in broadcasting. The other problem is the FCC. With the "public file" now online, the FCC can simply go in and cherry pick a small fortune in violations. (Oh! Lookie here, third quarter, 2015 issues and programs are missing!) Nobody gives a flying shit about the public file. In my 46 years in broadcasting, at numerous stations, not a single person has asked to see the public file. College administrators have been burned by this, and believe it isn't worth the risk.
