Low power TVs in Tri-Cities

Just within the last 3 weeks or so, apparently two low power TV stations have started up in the Tri City area. One seems to be WLLD-LD, wihich gives a PSIP of 25, which intermingles with WEYI. It has several sub-channels, but 3 of them appear to be just paid half-hour advertisements. One seems to be the TV feed of a radio show. They are sometimes very flickery, like the CD they are playing off of does not sync with the channel feed. The other one gives a PSIP of 38; also has some ad channels, with a couple of oldies channels.

Anybody know where the transmitters are located?
