LANSING — A group seeking to eliminate all property taxes in Michigan plans to begin circulating petitions in January to get the measure on the state ballot despite failure to secure pre-approval by the state, an organizer said Monday.

The AxMITax ballot committee aims to put its potential ballot proposal before voters in the November 2024 election, spokesperson Karla Wagner told Bridge Michigan, estimating the constitutional amendment would save taxpayers a collective $14 billion a year.

But it would do so at the expense of Michigan schools — which are supported by a statewide property tax that generated more than $2.5 billion for schools last year — and other services funded by local governments, such as libraries, museums and zoos, Wagner acknowledged.

“Let them fail,” Wagner said this fall at the Michigan GOP’s biennial Mackinac Republican Leadership Conference. “We’re getting poor education, and we’re getting libraries with sick books in them.”

The proposal would prohibit any state, county or municipal property taxes and require a 2/ 3 vote by a local government body or the Legislature to raise any other taxes in the future.

If you didn’t know this was real it reads like some sort of parody of conservative ideas. Now the parody is mainstream.

My initial thought is I would be OK with it if it was residential housing, and replaced with some sort of graduated income tax and perhaps a 1 or 2 percent jump in sales tax.

Years ago I listened to an accountant say the best way to lower taxes and spread the load would be to switch to a 1% tax on everything. Then do away with the sales, property, payroll, gas, and any other tax that is levied. The theory being that a 1% tax EVERY time money changes hands would produce more money based on how much money moves from hand to hand and business to business. This would mean taxing an area that is not taxed now for the most part... services. When the plumber fixes the sink you only pay a sales tax on the parts not the labor. Our economy is larger GDP in Professional and Business Services than even manufacturing. Companies would have to pay the tax when buying parts or materials. This would cause a pass on in the price of business cost but the citizen could afford to pay a bit more since the pay stub taxes are only 1% not the 20 to 35 based on income.

The accountant went on and on how a simple 1% would make life easier for everyone to pay an income tax of 1% NO deductions just a flat 1. The bright spot would be no way to cheat on your taxes with no deductions.

The other thing he noted was the main work of Congress and State bodies is the making and changing of tax law. The area of work would not be needed so more time could be spent on doing what is needed. An interesting theory that any Congress is not going to implement because it take some of their power away.
