It seems that they are looking at the wrong things. In instances where the child should be sent back home with the parents, he is sent to foster care; in instances where he should be sent to foster care, it is sent home. It all depends on what the caseworker feels like saying. Sometimes, it is just whether the caseworker likes the parents or not.
