The funding formula for local roads, as I've mentioned before, is f*cked up. Counties should have more revenue raise options at their disposal, such as a county sales tax.

That model would only work in the most populated counties. Some counties have almost no retail. What about these places?

Yet, when a state creates policy, it has to be relevant to the entire state. Things don't go well when you create legislation that only applies to 12 of the 83 counties. What might make better policy would be to force regional planning cooperation. This has been an issue for years in Michigan. 5 Southeast Counties, 4 in West Michigan, The counties from Flint to Saginaw etc. My region has never had luck regionally planning transportation issues and the failures are abundant.

I grew up watching Oakland County stonewall Wayne and Macomb with these kind of issues, and it has been to the detriment of the region compared to other states with similar sized metro areas. There have been billions of dollars of Federal aid left on the table for other more cooperative states to enjoy.

Toll roads might make sense. It might be tricky due to current rules.
