Ontario closed the casinos but kept the lottery. Beer and Liquor stores are still open. A h**ge source of revenue.

What I didn't know was that it was her declaration of a state of emergency that gives her the subsequent authority to issue the various executive orders she's issued, including the shelter-in-place order. And that declaration expires in just a few days. I knew she wanted a 70-day extension, but I never realized that this directly affected the executive orders. In other words, it looks like in order to extend the shelter-in-place order, she ultimately needs approval from the republican-controlled legislature.
And the republicans only want to give her an additional 23 days (through the end of April), and at least some are critical of the breadth of her shelter-in-place order. Top that off with the fact that they're wary of even having a legislative meeting, AND the legal dispute over whether she can just keep rescinding and extending the state of emergency, and what we have now is what could be an interesting start to the week.

According to this Free Press article on Friday, retailers can choose not to sell tickets if they feel they cannot maintain the social distancing guidelines, or they just don't want to do it. So it is an option:

To be clear she wanted 70 days on the emergency declaration, she hasn't talked timelines on stay at home yet.Public Act 390 of 1976, called the “Emergency Management Act,” is meant for “planning, mitigation, response, and recovery from natural and human-made disaster.” It charges the governor with “coping with dangers to this state or the people of this state presented by a disaster or emergency,” and with issuing orders that have the same effect as law during an emergency situation.
In both cases, the statute says the emergency may only last 28 days. After this, the governor may request an extension, but only for a specified period, and the extension is subject to legislative approval.

That the attempt would be made to extend it is a given. The Republicans will be committing political suicide if they don't extend it.Public Act 302 of 1945, called the “Emergency Powers of Governor,” authorizes the governor to declare a state of emergency and exercise certain powers for that period. Specifically, the act empowers the governor to control traffic, establish a curfew, regulate and prohibit the use and occupancy of buildings and public places, and control the sale and transportation of alcohol, dangerous liquids or explosives. These orders are only effective during the declared state of emergency, and anyone who violates them is guilty of a misdemeanor.

I think I agree with your legal conclusion. It sure looks to me like all executive orders would expire as a matter of law on midnight Tuesday night with no deal.
Republicans have offered up 23 days. That puts the ball back into the Democrats' court. What if they refuse to sign onto 23 days because they want 70? There will be political fallout, no doubt. Not sure Republicans would take the blame.
Where things get dicey is it is unclear how many Republicans want assurance from Whitmer that any future extensions to stay-at-home orders are to be less restrictive than the current ones (like as mentioned in that one article - landscapers, golf courses, etc). Not sure if there are enough of those votes to derail the negotiations.
