Chicago and Toronto are being served by WMFN and WTOR where Birach Broadcasting owns the licenses, but other companies operate the programming on the radio stations. Could this arrangement come to the Motor City?
As far as I can tell doing this with 1160 WCXI would make sense right now.

WTOR is an interesting approach to a Toronto "rimshot". It is highly directional across the water to Toronto from its US transmitter site. It is licensed to Youngstown NY.
