I guess it all depends on what you consider a stable signal. Currently CBC (RF 9) and Fox2 (RF 7) are the only VHF I can get, and they are considered Hi-VHF, but they are the most stable signals I get. I have multi-path issues with the Higher UHF signals, anything above 30 I can get periods of the channel dropping in and out. When CW50 was on RF 14 it was pretty solid signal. Since it moved to RF 34 I have had nights where the channel and sub channels are unwatchable do to multi-path interference.
Not all antennas have elements to pick up Lo-VHF, I think mine is good, but I won't know till WHNE moves.
I am looking forward to ATSC 3.0 which handles multipath much better, and will allow more channels at better quality. Of course that is either a new TV with a ATSC 3.0 tuner or a external ATSC 3.0 tuner box.
