Every few days it pops up on my screen and parks there. The only way to get rid of it is to restart the computer.
Something on your computer is trying to access Adobe's Flash Player. It's no longer supported by Adobe and all web browsers have "turned it off", so to speak.
It's tough to know what on your computer is trying to run Flash as there were a lot of third-party programs that used it.
It's not causing harm, it's just really annoying for you.
Try running the uninstaller from Adobe here and see if that does the trick:
