Can Newsome appoint himself to replace her?

Newsom has a big decision. He basically promised to appoint a black woman, which is Lee, after he put Padilla in Kamalas seat. But Pelosi wants Schiff to get the seat. If Gavin appoints Lee, she would have a head up in next years election being the incumbent.

He pretty much said it won't be Lee. Sounded like he wanted an NPC Dem to agree to serve a year and be done.
