I don't think 1 machine out of 23 being decommissioned because of the lower letter volume is sabotage.
They did save all of the electronics for troubleshooting or spare parts.
Besides have done machine maintenance for a living? Sometimes certain machines are flaky and having spare parts is more valuable than the extra machine.

Even if we had 100 million ballots EVERY DAY for the next YEAR, it would still be much less volume than they've handled for the last TEN YEARS. There is plenty of extra capacity in the system. Indeed ..OPEN YOUR EYES!!
