The military and intelligence agencies have an assortment of NON LETHAL WEAPONS (NLWs) to disable suspects and end riots. One involved the development of a pheromone, which, like Love Potion #9, would start making the enemy soldiers or rioters "love one another right now". It would turn a riot into Woodstock in ten seconds!
