A fair question but a tree house in a neighborhood isn't really a decent living space nor does it conform to that communities standards for what they want to live near...

Oh, so now a.community should be able to set it's.own standards? .Well unless it has to do with to whom they issue a.marriage licence or which bathroom people can use, or if they want to keep a doctor from shoveing a baby back where it came from and kill it. Those standards the CANT have.

Considering those are the kinds of issues that thousands of sets of rules would turn into a nightmare no.. that's better for the Feds to uniformally regulate. Building permits in East Bum Fuck Egypt really won't transfer to a national scale the same way... apples and oranges...
