Testing & publication of test results should be MANDATORY for all public & private schools.
This is what happens when kids are forced to attend class in facilities that are in reprehensible condition.

They should have handed that district over to a court appointed trustee.
With the judge regularly overseeing the work of the trustee.
The EM law doesn't work.
