The thing that is being ignored here is how homogenous most of the Scandanavian countries are which means there is less international travel back to "homelands" and so forth. This means that their overall rate of travel is less than than many other southern European countries where more trans continental travel is more likely. Keep in mind that train travel between countries was allowed during a lot of that time.
