Judge supposedly will not make a ruling until this coming Friday. If this proves correct, that means no Harbaugh in Beaver Stadium today.

I'm not so sure that's correct in view of what's just been reported.It was assigned to the on-call judge. There was no recusal.
It's also possible Kuhnke, if she was the judge scheduled to be on-call this weekend, needs additional time to read and consider the filings that were made.

The essence of the decision not to issue a TRO today means next Friday's hearing will be for a preliminary injunction. (There are no hearings for TRO requests.)
What this means is the adverse party (in this case, the Big Ten) will be given notice of the hearing, an opportunity to file pleadings, and any ruling issued by the court can be in effect for as long as the court deems appropriate.

How much "due process" the conference is required to give the university in a disciplinary matter is a matter for debate.

I suspect the commissioner told Ono and Manuel precisely the evidence he had reviewed from the NCAA. The university had a full week to respond following that meeting (and did respond) before the punishment was announced. One could argue Petitti should've given the university a clear deadline for when his decision would be announced; maybe he did and maybe he did not.
If Harbaugh were interviewed directly, he simply would've repeated what he's already stated publicly.
