Yeah I have always liked Clint Black. Country can be very hit and miss for me, the sappy ballad type stuff, can't stand. The uptempo stuff can be good.
For me, it's kind of artist specific. For example I like a lot of George Strait's music.

Quite a few '90s country songs (mainly the ballads) were pop friendly enough to get played on AC and even CHR stations, even prior to the late '90s Shania/Faith/LeAnn crossover boom. Some of the tunes I remember crossing over, in addition to the Wynonna tune already mentioned and of course "Achy Breaky Heart", include:
Wynonna - She Is His Only Need, Tell Me Why
Alabama - Forever's As Far As I'll Go
Kathy Mattea - Where've You Been
Mary-Chapin Carpenter - Passionate Kisses (also crossed over to Casey's Top 40)
Little Texas - What Might Have Been, My Love
Restless Heart - When She Cries (a Top 10 on Casey's Top 40)
Billy Dean - Somewhere In My Broken Heart
Vince Gill - I Still Believe in You
I remember the Restless Heart, Little Texas and Mary-Chapin singles getting airtime on Q95, as well as a remixed version of "No One Else on Earth." I don't recall them playing Billy Ray, though. That doesn't even count the cover versions of country songs by pop performers a la "I Swear" and "I Can Love You Like That" (originally by John Michael Montgomery, pop hit versions by All-4-One).
There were also a handful of tunes by country performers that were not country hits. Garth released a cover of Kiss's "Hard Luck Woman" which was a Top 30 AC and pop radio hit but only peaked at #67 country. Restless Heart's "Tell Me What You Dream" was hee-yuge at AC radio, moderately successful at pop, but didn't even chart country. And then, of course, there was Tammy Wynette on The KLF's "Justified and Ancient," which gave her a #11 Pop hit at a time when she hadn't had a Top 40 country hit in years.
As far as personal favorites who didn't have crossover success, mine is probably Lorrie Morgan. Although the Christmas album she did with the London Symphony Orchestra gets a little crossover airplay during the holiday season.

Glen Campbell in the mid-70s and the Urban Cowboy craze were the roots of the crossover trend. Ronnie Milsap was arguably a better AC artist than he was country. Alabama's "Take Me Down" and Exile's "Kiss You All Over" were big crossover hits that kept country music top of mind.

Back in 1993, I wa assigned to work for about a month in a small town where the only radio station was a country music station. I listened to more 90s country during that month than at any time since.
I started out with nothing and I still have most of it.
