Belzer had a long run, from early SNL to L&O. His stand-up stuff was only mildly funny to me, and during his early career I always thought he looked like a mobster, or a member the Ramones.

Did anyone ever see him without dark glasses on?

He and Winkler are cousins. He also did a stint on WNBC in New York as half of Brink And Belzer.

Outside of Law & Order, he had a memorable bit part as a comedy club proprietor in the movie Fame. He gained a bit of notoriety by passing out and injuring his head after allowing Hulk Hogan to apply a sleeper hold while on stage during a talk show Belzer was hosting.

That ended up being a profitable little episode for Belzer. He passed away in the house in France that he bought with the proceeds from the lawsuit resulting from Hogan's headlock.
Belzer hosted the short-lived Lifetime talk show Hot Properties, where his guests in March 1985 included Hogan and Mr. T, on hand to promote the inaugural WrestleMania. The 6-foot-8, 300-pound Hogan put the 6-foot-1, 150-pound Belzer in a front chinlock, knocking him unconscious and then releasing him to the floor, where the limp comedian banged his head, drawing blood.

“He came very close to killing me,” Belzer told Roy Firestone in 1990. “I was told by a sports medicine expert that if I had fallen a few inches either way I could have been crippled for life, I could have been dead.” He sued Hogan, Mr. T, Vince McMahon and the World Wrestling Federation for $5 million and received a reported $400,000 in a 1990 settlement, which he said he used for a down payment on his house in France.

I always liked Homicide: Life on the Street. Munch should have stayed in Baltimore.
