Federal law requires that districts don't deviate too much from the target population. For state legislative districts, a deviation of 5% is allowed. For congressional districts, a deviation of I think 1000 people is allowed

Canton and Wayne are on MI 12 on the way to Ann Arbor, and they're all quite milennialish.
