I'm just happy that WHTV has a solid signal into St. Johns now.

Maybe their coverage area changes took effect.

Compare these two coverage area maps:

Original:
WHTV - Original Coverage Area - Effective ERP: 13.6 kW

New:
WHTV - New Coverage Area - Effective ERP: 280 kW

Nah...I get a solid lock at only 2 to 3 bars with direct line of sight. If they kick up to full power, I will get them 10/10 like I do for WILX, WLAJ and WLNS.

Not likely, it's not the power level, it's the antenna pattern.
Once they go to an omni antenna instead of the directional side mount you may get 10 bars.

I still get WHTV on and off in my neck of the woods. Now that they're no longer bound to protect WXMI, that should open a whole new realm of possibility. I'm looking forward to the upgrade. Any timetable?
